李新海，男，汉族，1969年8月出生，中共党员，研究员，博士生导师，现任中国农业科学院生物技术研究所所长、党委副书记。主要研究方向为玉米遗传改良与种质创新。主要学术成绩为发掘抗病虫耐旱主效QTL/基因10个；建立优质蛋白玉米和抗矮花叶病分子标记辅助选择技术；探明我国温带主要玉米种质的遗传多样性，明确了玉米抗矮花叶病、丝黑穗病、粗缩病和耐旱的种质基础；创建并改良涵盖温带和热带种质的4个优良育种群体；创制特异育种新材料210份和优良自交系11个；选育6个玉米新品种；发表论文136篇，SCI收录48篇，出版著作1部；获得发明专利8项，获国家科技进步二等奖2项。现任中国作物学会常务理事、副秘书长，中国作物学会玉米专业委员会副主任委员。全国农业科研杰出人才。
